The object of Monopoly Cheaters Edition is to buy property, collect rent, and stack up cash all while cheating to get ahead fast. The game ends when all the properties have been purchased and all players return to "Go". Then the player with the most cash wins.
But you can't just do whatever you want to cheat. Cheat cards and Chance and Community Chest cards will tell you when and how to cheat. You might get to steal money from another player, skip out on rent, or steal money from the bank. However, there are penalties for getting caught cheating, such as being sent to jail and wearing the plastic handcuff.
Other differences in this game include the game tokens: a cat, a dinosaur, a Monopoly car, a top hat, a dog, and a penguin. And then there's the gameboard. There are no utilities or taxes, you can't buy the railroads, and some changes have been made to the property values. There's also no mortgaging or houses. You start with hotels. And there is no banker. The bank tray gets passed around to each player on his or her turn, so watch out for sticky fingers.
This adds a little bit of spice to the basic game of Monopoly. If you've ever tried to cheat at Monopoly, then you might like this version that basically says it's okay to cheat - as long as you don't get caught. But it's also kind of fun and silly to wear the plastic handcuff if you do.
Some people will be better at getting away with the cheats than others, and those people will probably enjoy playing this version of the game a little bit more. It might not be as much fun if you're constantly getting caught or if you're a goody two shoes who just wants to play the regular way.
